Early learners need more time to engage in the important work of play

Play-based learning bill is stalled in the State Senate

Play is often seen as simple fun, but in preschool and kindergarten, it is one of the most powerful tools for learning and development. Through play, children explore the world around them, build relationships and develop essential cognitive, social, and emotional skills that form the foundation for lifelong learning.

When children engage in imaginative play, they practice problem-solving, creativity, and language skills. Whether they are building with blocks, pretending to run a store, or playing games outdoors, they are learning how to think, communicate and collaborate. These experiences help develop confidence and independence in a natural and joyful way.

Play also supports emotional growth. It allows children to express feelings, work through challenges, and learn how to navigate social situations. Taking turns, sharing and resolving conflicts during play are crucial lessons that cannot be taught as effectively through structured instruction alone.

Research consistently shows that play-based learning improves attention, motivation, and overall academic readiness. In a world that often emphasizes early achievement, it’s important to remember that play is not a break from learning, it is learning.

We need your help! Play-based legislation is working its way through the legislative process but has stalled in the Senate. The bill unanimously passed the Iowa House of Representatives on March 2. It also unanimously passed a Senate Subcommittee and full committee — only to be placed on the debate calendar and then suddenly pulled from debate this week.

Please reach out to your State Senator and ask them to put HF 2652 back on the debate calendar and then vote yes. You can find your Senator's email address here.

Here’s an example of what to say:

“As a [parent, grandparent, teacher, provider, proud Iowan], I’m asking you to vote YES on HF 2652. It supports play-based learning so young children can build confidence, social skills and a love of learning. Play-based learning gives our kids a stronger, healthier start in school.”

Young children learn best through play, exploration and interaction. Lawmakers have an important opportunity to give our young children a strong start by voting yes on HF 2652.
